Privatization of Military Family Housing

The U. S. Air Force Center for Engineering and the Environment (“AFCEE”) retained Kormendi \ Gardner Partners in 2000 as a Privatization Support Contractor (“PSC”) to lead its pilot housing privatization transaction. As the PSC, Kormendi \ Gardner Partners facilitated the successful closing of the housing privatization transaction at Kirtland Air Force Base in Albuquerque, New Mexico. KGP was responsible for all financial and real estate advisory tasks associated with the privatization transaction, including:                

  • Preparing and implementing the Execution Plan;
  • Developing and providing all required financial analysis;
  • Adapting Air Force (HRSO) pro forma model to Kirtland transaction;
  • Preparing and issuing the Request for Proposal; 
  • Reviewing and revising all transactional documents;
  • Completing a comprehensive legal, technical and financial review and revision of all project documents (including construction surveillance and loan servicing requirements);
  • Designing and implementing market research and marketing program to prospective offerors;
  • Planning, organizing and executing an Industry Forum;
  • Compiling technical documents and due diligence data for prospective offerors;
  • Reviewing and revising source selection plan;
  • Supporting AFCEE in evaluation of offeror proposals;
  • Presenting proposal evaluations and recommendations to the leadership of Kirtland AFB, AFCEE, Air Force Materiel Command, and Secretary of the Air Force;
  • Supporting AFCEE throughout the transaction closing process;
  • Providing post-closing support for transition as requested.

Air Force Enhanced Use Leasing

In EUL projects, KGP was responsible for all financial and real estate advisory tasks associated with the EUL transactions, including:

  • Preparing Concept Plan and BCA;
  • Developing Recommendation, Lease and Business Terms;
  • Preparing Request for Quote (RFQ);
  • Planning, organizing and executing an Industry Day;
  • Completing a comprehensive legal, technical and financial review and revision of all project documents (including the RFQ);
  • Finalizing Business and Leasing Plans.

Whether on its own or as a teaming partner with Jones Lang LaSalle, KGP has provided varying levels of support for privatization of housing at over 20 installations and enhanced use leasing at 2 installations.

Currently, KGP is a subcontractor to Jones Lang LaSalle under the Privatization Real Estate Support Services (“PRESS”) contract with AFCEE and is heading up the privatization of 2,620 family housing units for the Eglin-Hurlburt-Edwards Group.
